De los 23 juicios, dijo la licenciada Merlo Narváez, 8 fueron notificados con sentencia a las partes, se resolvieron 6 inhibiciones y 2 expedientes por incompetencia.

Expresó que con el nombramiento de los dos nuevos secretarios esta judicatura ha logrado resolver la carga laboral, además que la participación y asistencia de los miembros del jurado ha contribuido en agilizar el proceso.

El juzgado de Distrito Penal de Juicio trabaja en coordinación con la Oficina de Atención al Público en la elaboración de Constancias Judiciales y la Oficina de Notificaciones en la entrega de Documentación, agilizando así estos trámites al usuario.

Entre las debilidades que es necesario corregir para evitar la retardación de justicia, la jueza Merlo Narváez señaló que las partes se presentan a los juicios sin sus testigos a pesar de la planificación anticipada, y la presentación tardía de los reos por parte de la Policía Nacional.

La judicial dijo que se ha propuesto resolver los casos pendientes en el plazo contemplado, aprovechando las coordinaciones interinstitucionales de cara a evitar las reprogramaciones; instar a las partes que una vez planificado un juicio se presenten con sus testigos y con las pruebas ofrecidas en el intercambio de información, para agilizar el trabajo y evitar duplicidad de trabajo al personal.

De igual manera, se propuso coordinar con el jefe de la Policía en la Región y el jefe de Auxilio Judicial, para que presenten en tiempo y forma las evidencias ofrecidas como pruebas por las partes; muestren a los reos el horario establecido conforme a la planificación de los juicios, y garantizar la presencia de investigadores y peritos en los juicios para evitar las reprogramaciones por ausencia de estos.

“El Sistema Judicial se encuentra en proceso de modernización y cambios fundamentales para garantizar la seguridad jurídica del pueblo de Nicaragua, por el fortalecimiento institucional y combatir la retardación de justicia y la corrupción”, finalizó la licenciada Merlo Narváez.

“It is important to start the trials in time, this to prevent delayment and setback to the parts involve”, said licentiate Carmen Merlo Narvaez, judge for the District Criminal Court of the South Caribbean to comment that between the 14 to the 31 of July of this year they have already celebrate 23 trials of these 08 sentences were already notified, solved 06 inhibitions and two expedients because of lack of jurisdiction.

She said that with naming two new secretaries they have advanced in solving the labor load they had, what helped also is the attendance of the jury members this have contributed in speeding up the process; she said that her office works along with the attention to the public office and also the Notification Office.

There are still some weaknesses that can be solved such as the parts in the trial showing up without their witnesses even thou the trial is plan before hand and the other thing is the police showing up late with the prisoners.

Even so the Judge is still optimistic, that within her reach and possibilities she can still solve the cases pending in time; she will have to make much of the coordinations between institutions, this to prevent reprogramming trial and causing Justice Delayment. There is also the matter of making a call to the parts involved in a trial once it is planned with or without Jurors to present themselves with their witnesses offered so that it will permit to speed up the process and prevent the secretaries to work double.

She said also that it is necessary to coordinate with the Chief of the National Police of the Region and also Auxilio Judicial so that they on time can carry the evidences, officials experts offered as proof along with the prisoners according to the schedule plan for the trials this to prevent reprogramming the trial and with this causing delayment in Justice.

All this is necessary because the Judicial System is in a Modernization Process they are making fundamental changes so that the People of Nicaragua could have legal security, all this is been done throughout five years plans by the Supreme Court of Justice involving each and every one of their workers in the different projects they are carrying out in order to strengthen the institutions and prevent justice delayment in the Judge Offices, prevent and fight corruption.
