Mejoras sustanciales en Registro Público de Bluefields garantiza la seguridad jurídica

El Registro Público de la Propiedad Inmueble y Mercantil de Bluefields garantiza la seguridad jurídica a través de su personal altamente capacitado, con un alto espíritu de servicio; y un sistema de tasación digitalizado que impide la manipulación de la información que se ingresa, afirmó la registradora titular, licenciada Georgia Henríquez Hodgson.
 

El Registro Público del Caribe Sur también cuenta con el Diario Digitalizado, que permite que cada documento sea ingresado con la hora del sistema para poder determinar de una forma más efectiva la prelación de los documentos ingresados, dijo la registradora.

Estos sistemas con que cuenta el Registro Público de la Propiedad impiden la manipulación de la información que se ingresa, contribuyendo a garantizar la legalidad, el tráfico jurídico de los bienes inmuebles, y la confianza de los ciudadanos en el proceso registral, expresó la licenciada Henríquez Hodgson.

“No obstante, todavía tenemos el reto de reducir el tiempo en que los documentos son entregados a los usuarios de los servicios, especialmente cuando son documentos suspendidos”, señaló la funcionaria registral.

Explicó que una vez que el técnico registral encuentra en su investigación un motivo de suspensión, este debe ser verificado y aprobado por el registrador mediante la elaboración de una nota de calificación, en el cual se le señala al usuario el motivo de suspensión, si es subsanable o no y los artículos de la ley en que se basa la suspensión.

Indicó que uno de los mayores logros ha sido la eliminación del rezago en la entrega de documentos y la disminución del tiempo en la entrega de los documentos inscritos. Los titulos que no presentan ningún problema se inscriben y se entregan, si son agilizados, en cinco días. Si son ordinarios, entre cinco y quince días.

De igual manera, se ha eliminado la corrupción promocionando un entorno más favorable para las inversiones y transacciones económicas, acotó.

La licenciada Henríquez Hodgson informó que los usuarios atendidos en el despacho por consulta en lo que va del año y conforme al libro de control que se lleva para tal fin, ascienden a 1,058, sólo en consulta con el registrador. Y en la Ventanilla de Tasación y de Diario se han atendido 10,655 usuarios en lo que va del año 2014. Existen consultas que realiza la Registradora Auxiliar de las cuales no hay registro.

Las metas propuestas para el segundo semestre por el personal del Registro Público, según el Plan Operativo Anual, consiste en la inscripción de: 1,500 documentos en Derechos Reales; 200 en Derecho Mercantil, 65 en el Libro de Personas; 1,300 Prendas Agrarias; 1,800 Libertades de Gravamen, 650 Certificaciones Literales, 550 Negativas de Bienes, 625 Razones de Inscripciones y 3,250 Solicitudes Registrales, para un total de 9,940 trámites registrales en este segundo semestre del año 2014.

“El Registro Público tiene sus debilidades, las que hemos tratado de ir superando. La mayoría de las debilidades están en el atraso en la Inscripción de Documentos, debido a las inconsistencias encontradas en las escrituras”, expresó la funcionaria registral.

“También hemos encontrado errores en la inscripción de Asientos Registrales, los cuales se han ido corrigiendo con la presentación de los documentos originales”, agregó.

“Queremos darle respuesta al usuario, pero dentro del marco de la legalidad para garantizar la seguridad jurídica de los bienes inscritos”, finalizó la licenciada Henríquez Hodgson. 

 


PUBLIC REGISTRY FOR PROPERTIES ON THE SOUTH CARIBBEAN AUTONOMOUS REGION WITH A HIGH SERVING SPIRIT.


The Public Registry for Properties here in Bluefields counts with a high spirit of serving, a digitalized system permits the documents to be valorated basing on the laws of the Registry so whatever money is established to be paid cannot be altered, they count also with a digitalized diary that gives the exact time and date every document goes into the system.

With these systems that the Property Public Registry has it does not permit the manipulation of the information that is been received and this way they can guarantee that the information of each document is safe and they could be no traffic of information.

Licentiate Georgia Henriquez Hodgson who is the Public Registrar on the South Autonomous Caribbean Coast said that there is still a challenge in reducing the time in which they have to deliver back the documents to the people that make use of the registry, especially if the documents were rejected, once the registry worker finds a motif to reject the document these have to be verified and approved by the Registrar who then in turn have to make a note given the reasons basing on the law that established why the document was rejected and if it can be fixed or not.

She said also that one of the greatest achievements they overcome is the delayment in given back the documents; the time now to return the documents to their owners after been inscribed and have no problem can be deliver in five days if it was paid urgent and the ordinary payment can take from five to fifteen days. Corruption has been eliminated and a more favorable environment was created for investors.

The Public Registrar informed that during this year and according to the control book she as registrar has attended 1,058 people, the auxiliary registrar also attends but they have no control of the amount she attended and at the window the have attended until now 10,655 people.

The goals they have proposed to comply during this second semester according to Operative Plans is to attend 9,940 Registry Service among them Inscriptions and Certifications along with other services they offer.

Licentiate Henriquez said that they also have their weaknesses which they have tried to overcome most of them are delayments with documents inscriptions due to the inconsistencies sometimes mad by the Notary, or the maps that sometimes don’t have the boundaries right, and this have to be fixed by presenting the oldest document. 

“We want to give an answer to the people but this have to be done legally so that people can have assurance that their properties are secured”, concluded saying licentiate Henriquez Hodgson.
